Аннотация

Постоянный мониторинг качества образования — ключевой фактор достижения стратегических целей и успешности университета, а вовлеченность всех заинтересованных сторон в процесс мониторинга обеспечивает возможность объективного и многостороннего анализа ситуации. Одним из важнейших компонентов в процессе контроля качества в Ереванском государственном медицинском университете им. М. Гераци является мнение студентов как олицетворение всей деятель-ности вуза. В связи с этим осуществляются регулярные и нерегулярные (более специфические) исследования с вовлечением студентов. Дважды в год проводится опрос «Преподаватель глазами студентов», анализ результатов которого лежит в основе планирования дальнейшего развития учебного процесса.

Результаты показывают, что постоянное и активное наблюдение за процессами ведет к улучшению их качества.

Актуальность

В современных социально-экономических условиях одним из основных индикаторов эффективности вуза выступает удовлетворенность потребителей качеством предоставляемых услуг; с другой стороны, обострение конкуренции на мировом рынке образовательных услуг выводит на первый план вопросы управления качеством вузов, где идут активные процессы формирования новых приоритетов в системе менеджмента образования, внедрения новых технологий управления качеством профессионального образования. Оценка качества образования, с одной стороны, является элементом управления, обеспечивающим обратную связь в системе, с другой стороны, именно в процессе оценки выявляются новые критерии, предъявляемые к образованию заинтересованными сторонами. В связи с этим встает вопрос о создании системы постоянного мониторинга качества образования. Это и многопрофильное, системное исследование, и опрос студентов. Следовательно, задачей управления качеством является согласование противоречивых интересов всех субъектов, включенных в образовательный процесс, что дает возможность оценки не только эффективности деятельности, но и перспективного развития, поддержания имиджа и престижа вуза, сохранения его положительной репутационной истории.

База и методы исследования

На сегодня Ереванский государственный медицинский университет имени М. Гераци (ЕГМУ), являющийся ведущим высшим медицинским учебным учреждением Республики Армения, отмечает свое столетие. На 6 факультетах университета учится 8000 студентов, ординаторов, 24 % из них — иностранные студенты из 30 зарубежных государств. Обучение ведется на армянском, русском и английском языках. Учебно-практическая и научно-исследовательская работа ведётся на 100 действующих кафедрах, ведущих клинических базах и в научно-исследовательских центрах Еревана. Из более чем 1100 преподавателей вуза 171 — доктора наук, 504 — кандидаты. Научно-педагогическую деятельность в университете ведут 7 академиков НАН РА. Этот мощный научный потенциал играет серьёзную роль в развитии медицины и смежных наук в Армении. Политика ЕГМУ в области качества направлена на постоянное улучшение качества востребованных услуг в образовательной и научной деятельности на основе обратной связи с внешними и внутренними потребителями. Особое внимание уделяется роли студентов в процессах обеспечения качества при разработке и реализации образовательных программ.

С 2011 г. в Ереванском государственном медицинском университете успешно функционирует Центр контроля качества.

Согласно принятой стратегии, университет поставил перед собой задачу регулярно пересматривать и совершенствовать процесс изучения образовательных потребностей студентов. В связи с этим в университете проводится ряд мероприятий: создана сеть обеспечения качества учебы (в нее включены кафедры), проводятся регулярные и нерегулярные (более специфические) исследования, все инновации и решения обсуждаются с заинтересованными сторонами как до внедрения, так и после, во всех советах и комиссиях обеспечена вовлеченность студентов, заведующие кафедрами и преподаватели ежегодно проводят встречи-консультации со студентами каждого курса, ректор 2-3 раза в год встречается со студентами всех факультетов, кроме этого, по четвергам ректор проводит прием, в котором могут принять участие и студенты; проректор по учебным работам принимает студентов 3 раза в неделю.

Как видим, на сегодняшний момент участие студентов в учебном процессе рассматривается как важный компонент развития организационной культуры качества. Наиболее распространенной формой участия можно считать оценивание преподавания и качества образования через анкетирование.

Одним из методов обеспечения обратной связи со студентами и выпускниками является регулярное (2 раза в год) исследование, которое проводится Центром контроля качества в виде опросов для выявления степени удовлетворенности учащихся качеством образования и для обнаружения недостатков в обеспечении гарантий качества образования и дальнейшего проведения предупреждающих и корректирующих действий для оперативного устранения этих недостатков и выработки рекомендаций по совершенствованию всех процессов управления образовательной деятельностью.

Опросы студентов в рамках исследования «Преподаватель глазами студентов» проводятся с использованием электронной анонимной анкеты (http://ysmu-dua.am/). В анкетировании обязательно принимают участие студенты всех факультетов и специальностей ЕГМУ. Анкета включает три раздела; в первом из них оценивается деятельность преподавателей, которые вели у студентов в предыдущем семестре хотя бы одну учебную дисциплину. Во втором разделе анкеты студентам предлагается оценить степень соответствия деятельности кафедры и сформулировать свои пожелания к оптимизации работы. Третий раздел включает в себя свободное выражение идей, предложений и комментарии. Все вопросы — закрытого типа с использованием метода шкалирования (от 1 до 5 баллов).

Центр контроля качества из имеющихся данных готовит необходимый инструментарий для проведения анкетирования: списки студентов по группам, перечни дисциплин, реализуемых преподавателями в соответствующем семестре. Действительными считаются результаты анкетирования, в котором приняло участие не меньше 40 % студентов, обучающихся у данного преподавателя. Автоматизированная обработка результатов анкетирования позволяет получить различные виды оценок по нескольким направлениям:

персональная оценка дает возможность определить оценочный балл каждого преподавателя и произвести элементарное ранжирование. Наличие данных опроса, полученных за несколько лет, позволяет проследить динамику каждого преподавателя (рис. 3);

статистическая оценка позволяет получить обобщенное представление о качестве деятельности преподавателей в конкретном подразделении (на кафедре, факультете) и в университете в целом. Она также дает возможность проследить динамику показателей подразделений и университета в целом (рис. 4).

Автоматизирование процесса анкетирования обеспечивает быстрое заполнение анкеты, компьютерную обработку данных, статистическую обработку результатов по различным аспектам оценки, способствует появлению у студентов живой потребности высказаться о преподавателе, а также дает им возможность в комментариях быть более открытыми. Обработку данных анкетирования осуществляет ЦKК с использо-ванием программного обеспечения.

По итогам проведенного анкетирования, на основе данных оформляются отчеты, они анализируются и используются для принятия кадровых решений с учетом мнения студентов и для работы системы повышения квалификации и переподготовки.

Результаты исследования

Как видно на рисунке 1, число студентов, участвующих в процессе оценки преподавания и качества образования через анкетирование «Преподаватель глазами студентов», достаточно высокое и составляет за 2016—2020 гг. по всем курсам от 50 до 61 %, что говорит о высокой активности студентов, их заинтересованности в воспроизводстве качественного образования и активном участии в организационной культуре вуза.

Средний процент опрашиваемых за 2016—2020 гг. по всем курсам составил 55 %, что, по социологическим меркам, вполне достаточно для проведения анализа полученных данных.

Как уже отмечалось, роль студентов как субъектов образования позволяет выявить соответствие образовательного процесса и научно-исследовательской деятельности их требованиям и ожиданиям. Так, данные анкетирования показали эффективность учебного процесса и высокую удовлетворенность студентов качеством образования. Более 90 % кафедр и преподавателей университета получают высокие оценки удовлетворенности (см. рис. 2 и рис. 3).

На основе данных анализа за последние три семестра резко снизилось количество кафедр с низкими оценками, что явилось результатом ряда проведенных мероприятий после 2017-18 гг.

Очевидно, что участие студентов в оценке условий и технологий обучения, содержания образования создает стимулы для изменения образовательных программ с целью достижения более высоких результатов.

На рис. 3 видно, что с 2016 до 2020 гг., независимо от года проведения анкетирования, студенты высоко оценивают качество преподавания в ЕГМУ. Мнение студентов на протяжении многих лет по этому вопросу стабильно. Так, по показателю «Удовлетворенность/Неудовлетворенность качеством преподавания» за 2016—2020 гг. процент удовлетворенности составил от 90 % до 96 %.

Ежегодное сравнение значений удовлетворенности качеством образования не только в общей выборке по вузу, но также и по всем факультетам и кафедрам позволяет выявлять снижение или повышение данного показателя в конкретных учебных подразделениях университета.

Проведенные ежесеместровые сравнения значений удовлетворенности внутри кафедр, политика университета по поощрению высоких результатов и рекомендации преподавателям с низкими показателями, в том числе и предупреждения о возможном прекращении с ними сотрудничества, если в течение следующих 5 лет деятельность преподавателя не улучшится, создают стимул для совершенствования учебного процесса, применения современных педагогических подходов и инновационных методов.

На основе данных анкетирования проводится сравнительный анализ полученной информации, перманентно выявляется динамика по большому кругу показателей. В первую очередь, изучаются вопросы с низким оцениванием (рис. 4). Результаты исследований обсуждаются кафедрой, анализируются причины неудовлетворенности студентов, вырабатывается система мер по совершенствованию педагогической деятельности отдельных преподавателей.

На рисунке 4 показан процент кафедр по семестрам, где данный вопрос студентами был оценен ниже 3.5 баллов.

Далее, на заседаниях Учебно-методического совета происходит оценка деятель-ности кафедры, ее заведующего, а также профессорско-преподавательского состава.

Финальным этапом этого процесса является обсуждение и принятия различного рода решений на Ученом совете университета: оценивание и поэтапная реализация потребностей деятельности кафедр и преподавателей, получивших высокую оценку со стороны студентов, определение мер поощрения; преподавателям, в адрес которых студенты высказали претензии, предоставляются рекомендации.

За несколько лет произошел ряд изменений на основе этого опроса: с несколькими преподавателями не продлили трудовой контракт, на кафедрах начался процесс реформирования учебных планов, а также их оптимизации, на некоторых кафедрах проводились внутренние аудиты по всем аспектам деятельности, на кафедрах микробиологии, фармакологии, гигиены и экологии была разработана многокомпонентная система оценивания знания студентов, система оценивания в целом начала диверсифицироваться. Анализ результатов данного опроса также является базовой информацией в системе обеспечения качества для проведения дальнейших, более специфических исследований.

Очевидно, что участие студентов в оценке условий и технологий обучения, содержания образования создает стимулы для изменения образовательных программ и условий для достижения более высоких результатов.

Заключение

Одним из важнейших направлений деятельности вуза для обеспечения ему конкурентных преимуществ является последовательный мониторинг удовлетворен-ности студентов обучением, позволяющий получать оперативные данные о динамике потребительских запросов, а также своевременно выявлять изменения ожиданий учащихся в части содержательного наполнения учебной программы и условий обучения для совершенствования образовательной деятельности и оптимизировать образовательную составляющую вуза административно-управленческими методами. При этом оптимизация деятельности вуза в своей основе имеет задачу обеспечения наилучшего качества образовательных услуг высокопрофессиональным кадровым профессорско-преподавательским и научно-исследовательским составом, хорошей материально-технической базой. Безусловно, удовлетворенность студентов обучением зависит не только от качества непосредственно образовательных услуг и содержательного наполнения программ подготовки. Во многом на показатели удовлетворенности влияют состояние материально-технической базы, наличие и достаточность объектов социальной инфраструктуры, специфика организации внеучебной и досуговой деятельности, создание в вузе благоприятной среды, обеспечивающей сохранение и поддержание здоровья обучающихся. Вместе с тем, перспективы получения пролонгированных «дивидендов» от серьезной профессио-нальной подготовки в высшей школе выдвигают качество образования на первый план внимания не только отдельных индивидов, но и семьи, общества, государства. При этом удовлетворенность студентов качеством образования отражает общую эффективность деятельности вуза, как образовательную, так и сопутствующую образованию. Кроме того, в настоящий момент формируется понимание того, что связь уровня образования с социальным благополучием человека позволяет рассматривать качество образования как ведущий индикатор социальной эффективности деятель-ности вуза.

Таким образом, проведенное исследование оценки качества образования как критерий эффективности управления медицинским вузом позволило сформировать понимание, что эффективность управления деятельностью вуза может обеспечить уровень профессиональных компетенций студентов-выпускников и требований рынка труда. Также подтверждаются положительное влияние детального изучения мнения студентов на разработку основанных на нем мер и стратегий. Так, например, динамическое исследование тех аспектов учебного процесса, которые изначально выделялись студентами как наиболее слабые стороны университета, и методическая работа в этом направлении (начиная с планирования и до внедрения и дальнейшего контроля) показали положительную динамику.

Abstract

Permanent monitoring of education quality is a key factor for reaching the goals and aims of university and involvement of all stakeholders into the process of monitoring gives the opportunity to conduct multilateral and objective analyzes of situation. One of the most important components of quality assurance in YSMU is the opinion of students as main carriers of all activities of university. To ensure that, we conduct regular and non-regular (more specific) researches with involvement of students as a target group. Twice a year quiz named “lecturers in the eyes of students” is conducted, results of which are taken into account for planning of further development of university.

Analysis of results show that permanent and active monitoring of processes leads to their improvement.

In modern socio-economic conditions, one of the main indicators of the effectiveness of the university is the satisfaction of consumers with the quality of the services provided, on the other hand, the intensification of competition in the world market of educational services brings to the fore the issues of quality management of universities, where there are active processes of forming new priorities in the education management system, introduction of new technologies for quality management of vocational education. Assessment of the quality of education, on the one hand, is a management element that provides feedback in the system; on the other hand, it is in the assessment process that new criteria for education are identified by stakeholders. In this connection, the question arises of creating a system of constant monitoring of the quality of education, such as systematic study and a survey of students. Consequently, the tasks of quality management are to reconcile the conflicting interests of all subjects involved in the educational process, which makes it possible not only to assess the current efficiency of activities, but also to develop perspectives, maintain the image and prestige of the university, and preserve its positive reputation history.

Methodology

Today, Yerevan State Medical University after M. Heratsi (YSMU), which is the leading higher medical educational institution of the Republic of Armenia, celebrates its centenary. 8000 students, residents study at 6 faculties of the university, 24 % of them are foreign students from 30 foreign countries. Training is conducted in Armenian, Russian and English. Educational-practical and research work is carried out at 100 operating departments, leading clinical bases and research centers in Yerevan. Of the more than 1100 teachers of the university, 171 are doctors of science, 504 are candidates. 7 academicians of the National Academy of Sciences of the Republic of Armenia conduct scientific and pedagogical activities at the university. This powerful scientific potential plays an important role in the development of medicine and related sciences in Armenia. YSMU quality policy is aimed at continuous improvement of the quality of demanded services in educational and scientific activities based on feedback from external and internal consumers. Particular attention is paid to the role of students in quality assurance processes in the development and implementation of educational programs.

Since 2011, the Quality Control Center has been successfully operating at the Yerevan State Medical University.

According to the adopted strategy, the university has set itself the task of regularly reviewing and improving the process of studying the educational needs of students.

In this regard, a number of activities are being carried out at the university: a network for ensuring the quality of studies has been created, which reaches the departments, regular and irregular (more specific) research is carried out, all innovations and solutions are discussed with stakeholders both before and after implementation, in all councils and commissions, the involvement of students is ensured, heads of departments and teachers annually hold consultations with students of each course, the rector meets with students of all faculties 2-3 times a year, in addition, on Thursdays, the rector holds a reception in which students can also take part, the vice-rector for academic affairs accepts students 3 times a week.

As you can see, at the moment, the participation of students in the educational process is considered as an important moment for the development of an organizational culture of quality. The most common form of participation is the assessment of teaching and the quality of education through questionnaires.

One of the methods of providing feedback with students and graduates is a regular (2 times a year) research conducted by the Center for Quality Assurance in the form of surveys to identify the degree of their satisfaction with the quality of education, as well as shortcomings in ensuring the quality of education, taking preventive and corrective actions for them; developing recommendations for improving all management processes of educational activities.

Surveys of students within the framework of the study "Teacher through the eyes of students" are carried out using an electronic anonymous questionnaire (http://ysmu-dua.am/). Students of all YSMU faculties and specialties must take part in the survey. The questionnaire includes three sections, the first of which assesses the activities of teachers who taught students at least one academic discipline in the previous semester. In the second section of the questionnaire, students are invited to assess the degree of compliance with the activities of the department and formulate their wishes for optimizing the work. And the third section includes free expression of ideas, suggestions and comments. All questions are of closed type and using the scaling method (from 1 to 5 points).

Based on the available data, the Quality Control Center prepares the necessary tools for conducting a survey: lists of students by groups, disciplines implemented by teachers in the corresponding semester. Valid are the results of the survey, in which at least 40 % of the students enrolled. Automated processing of questionnaire results allows obtaining various types of assessments in several areas:

Personal assessment allows getting an estimated score of each teacher and makes an elementary ranking. The presence of survey data obtained over several years allows us to trace the dynamics of each teacher (Fig. 3),

Statistical assessment allows to get a generalized idea of the quality of the activities of teachers in a particular unit (department, faculty) and the university as a whole. It also makes it possible to trace the dynamics of indicators of departments and the university as a whole (Fig. 4).

Automation of the questionnaire process ensures quick filling of the questionnaire, computer processing of data, statistical processing of results on various aspects of assessment, contributes to the emergence of a lively need for students to speak about the teacher, as well as to be more open in comments. The processing of the survey data is carried out by the QA center using software.

Based on the results of the survey, reports are drawn up on the basis of the data. Reports are analyzed, reported and used to make personnel decisions, taking into account the opinions of students and for the work of the system of enhancing of qualifications.

Results

As you can see in Figure 1, the number of students participating in the process of assessing teaching and the quality of education through the questionnaire — "Teacher through the eyes of students" is quite high and is from 50 to 61 %, which indicates the high activity of students, their interest in the reproduction of quality education and active participation in the organizational culture of the university.

Average percentage of respondents from 2016—2020 for all courses was 55 %, which by sociological standards is quite enough to analyze the data.

As already noted, the enrolment of students as subjects of education makes it possible to identify the compliance of the educational process, research activities with their requirements and expectations. So, the survey data showed, in general, high student satisfaction with the quality of education and the effectiveness of the educational process. More than 90 % of university departments and teachers receive high satisfaction ratings (see Fig. 2 and Fig. 3).

Based on these analyzes, over the past three semesters, the number of departments with low grades has sharply decreased, which was the result of a number of activities carried out after 2017-18.

It is obvious that the participation of students in the assessment of the conditions and technologies of teaching, the content of education creates incentives for changing educational programs and conditions for achieving better results.

From Fig. 3 it can be seen that in answers to the question about the quality of the teaching staff and satisfaction with the quality of teaching (from 2016 to 2020), regardless of the year of the survey, students highly assess the quality of teaching at YSMU. The opinion of students on this issue has been stable for many years. Thus, the data on the indicator "satisfaction — dissatisfaction with the quality of teaching" for 2016 and 2020, the percentage of satisfaction ranged from 90 % to 96 %.

An annual comparison of the values of satisfaction with the quality of education not only in the general sample of the university, but also in all faculties and departments, allows us to identify a decrease or increase in this indicator in specific educational units of the university.

Conducted monthly comparisons of the values of satisfaction within the departments and the university policy to encourage high results and recommendations to teachers with low points, including warnings about the possible non-extension of the employment contract, if the teacher's performance does not improve over the next 5 years, create an incentive for improvement of educational process, the use of modern pedagogical approaches, innovative methods.

Based on the survey data, a comparative analysis of the information received is carried out; the dynamics of a wide range of indicators is permanently revealed. First of all, questions with low grades are studied (Fig. 4). The results of the research are generally discussed by the department, the reasons for student dissatisfaction are analyzed, and a system of measures is developed to improve the pedagogical activity of individual teachers.

Figure 4 shows the percentage of departments by semester where this question was assessed by students below 3.5 points.

Further, at the meetings of the Educational and Methodological Council, the activities of the department, its head, as well as the teaching staff are assessed.

The final stage of this process is the discussion and adoption of various kinds of decisions at the Academic Council of the University: assessment and stage-by-stage implementation of the needs of the departments' activities for teachers who have been highly appreciated by students, the measure of encouragement is determined; teachers, against whom students have expressed complaints, are provided with recommendations.

For several years, there have been a number of changes based on this survey: the employment contract was not extended with several teachers, the process of reforming curricula, as well as their optimization, began at the departments, in some departments internal audits were carried out on all aspects of activities, at the departments of microbiology, pharmacology, hygiene and ecology, a multi-component system for assessing students' knowledge was developed, the assessment system as a whole began to diversify, the analysis of the results of this survey is also the basic information in the quality assurance system for further more specific research.

Conclusion

One of the most important areas of the university's activities to ensure its competitive advantages is consistent monitoring of student satisfaction with education, which allows obtaining operational data on the dynamics of consumer demands, as well as timely revealing changes in students' expectations in terms of the content of the curriculum and learning conditions for improving educational activities and optimizing educational component of the university by administrative and management methods. At the same time, the optimization of the activities of the university is based on the task of ensuring the best quality of educational services, high professionalism of the teaching and research staff, and a good material and technical base. Of course, student satisfaction with learning depends not only on the quality of educational services directly and the content of training programs. Satisfaction indicators are largely influenced by the state of the material and technical base, the availability and sufficiency of social infrastructure facilities, the specifics of the organization of extracurricular and leisure activities, the creation of a favorable environment at the university that ensures the preservation and maintenance of students' health At the same time, the prospects for receiving prolonged "dividends" from receiving serious professional training in higher education bring the quality of education to the forefront of attention not only of individuals, but also of the family, society, and the state. At the same time, student satisfaction with the quality of education reflects the overall effectiveness of the university, both educational and related education. In addition, at the moment, an understanding is being formed that the connection between the level of education and the social well-being of a person allows us to consider the quality of education as a leading indicator of the social efficiency of a university.

Thus, the study of assessing the quality of education as a criterion for the effectiveness of management of a medical university made it possible to form an understanding that the effectiveness of managing the activities of a university can provide the level of professional competencies of graduate students and the requirements of the labor market. The positive impact of a detailed study of students' opinions and the development of measures and strategies based on it is also exposed. For example, a dynamic study of those aspects of the educational process that were initially identified by students as the weakest aspects of the university and methodological work in this direction, from planning to implementation and further control, showed positive dynamics.
